Architect Victor Gh. Stephanescu (1877 – 1950) is the creator of some of the most representative buildings in Constanta. He is famous in Romania for his interpretation of the so called Neo-Romanian style. He studied architecture in Paris and upon his return to Romania he was commissioned to erect some buildings in Constanta either for the municipality or for private individuals. These buildings still adorn the skyline of the city and are easily recognizable by locals and tourists alike.
The Great Mosque (1910/1912) – built at the request of King Carol I to celebrate the immense Turkish contribution to the development of the city of Constanta.
The Archaeological Museum (1911/1921) – constructed as the Palace housing the City Hall.
The Cananau House (1913) was built for the former mayor of Constanta, Titus Cananau. Probably the most distinguished building on Elisabeta Boulevard facing the Casino and the Black Sea, today it houses a gourmet restaurant.
The Pariano House (1920/1922) - built for the Prefect of Constanta County, Constantin Pariano, the house functions today as the Museum dedicated to the local sculptor Ion Jalea.

Arhitectul este celebru in Romania pentru re-interpretarea stilului Neo-romanesc. A studiat arhitectura la Paris si, dupa ce s-a intors in Romania a primit comenzi pentru anumite cladiri din Constanta, fie din partea municipalitatii, fie din partea particularilor. Astazi, cladirile sale inca mai infrumuseteaza linia orasului si sunt usor de recunoscut de localnici si turisti.
Moscheea mare (1910/1912) – construita la cererea regelui Carol I pentru a celebra imensa contributie turceasca la dezvoltarea orasului Constanta.
Muzeul de arheologie (1911/1921) – a fost initial Palatul Comunal/ Primaria
Casa Canacau (1913) – a fost construita pentru primarul conservator al Constantei, Titus Cananau. Probabil cel mai usor de recunoscut, de pe Bulevardul Elisabeta, cladirea de vis-a-vis de Cazino, este acum un restaurant elegant.
Casa Pariano (1920/1922) – construita pentru prefectul judetului Constanta, Constantin Pariano. Astazi casa adaposteste Muzeul Ion Jalea de langa Catedrala Ortodoxa.
